Talmadge Magno, Civil Defense Admin, on All Hazards Planning

On June 1, 2024, Civil Defense Hawai'i County Civil Defense hosted a Prep Fair in Hilo, where Civil Defense Administrator Talmadge Magno ran a session on "All Hazards Planning." The session examined emergency management and community levels preparedness, discussing topics such as the Hawai'i Emergency Operations Plan, coordination with partners, Outdoor Warning Sirens, and more. 

The Hawai'i Emergency Operations Plan coordinates state responses to various hazards, ensuring critical functions during emergencies. The presentation emphasized the importance of collaborating with local agencies, businesses, and utilities for comprehensive disaster preparedness. It outlined mission components like Prevention and Response, addressing hazards such as earthquakes and tsunamis. The presentation also reviewed the role of the Outdoor Warning Siren and Emergency Alert System /Wireless Emergency Alerts.

Hawai'i Emergency Operations Plan:

  • State-level plan for coordinating responses to various hazards.

  • Provides a framework for initial response and recovery.

  • Covered critical functions such as the Outdoor Warning Siren System and the Emergency Alert System/Wireless Emergency Alerts.

  • Showcased the evolution of emergency broadcasting and the importance of these systems in disaster management.
